This is a topic that Robert Poole from the Reason Foundation is an expert on. I am definitely for NextGen. In fact, I am doing some preliminary research that will determine whether I should invest serious research time working on market-based real-time information sharing, distribution and delivery as well as realtime aircraft motion planning for NextGen. My theme is to eliminate the FAA from the picture altogether (or minimize its role), which is probably impossible but still would be interesting to work on and see if one can come up with a completely decentralized, unregulated air traffic management system.

The consensus is definitely there, government inefficiencies is getting in the way. Read Poole's reports, especially on New York's Port Authority. They are quite informative on the mess that NY airports are in.
