I have the sad suspicion that pretty much every country is going to get worse regarding civil liberties/ treatment of "other people" over the next few years. The oil situation will result in lowered standards of living and economic backsliding, and I can't think of a single example from history of a society getting more tolerant and more inclined toward freedom while the economic situation's getting worse.
